Biden further said he believed the Russian and Ukrainian leaders would "heal their wounds" after the withdrawal before deciding "what they want to do in the winter and decide whether they want to compromise or not".
Kherson was the first city-port captured by Russia during the "special military operation" and the only capital controlled by the Russians since the offensive began on 24 February.
